For whatever reason O365 was only sending the phantom email to her, no one else, so it made finding that policy even harder. Vast google searches have come up with nothing other than "check rules"or "bcc'd"ĮDIT: found a outgoing spam policy with my user (and 3 others) who were to be notified, including myself. Except they are not addressed to her and have nothing to do with her. The emails just drop into her inbox like any other email. She won't get any random emails for weeks, then suddenly get 2 or 3 in a day. The receiver has not been bcc'd in, nor was she part of any previous emails in the chain. There are no rules set up that apply to these emails, the emails are both incoming and outgoing from our domain, and there doesn't seem to be any pattern to why these emails randomly get delivered. We have an Office 365 user who is randomly receiving other user's emails.
